依照中国的现行法律，老年人的合法权益在于赡养人依法履行赡养义务。然而有很多像周振龙一样的失独者，由于失去了天然的赡养人，法律赋予他们的养老权益几乎成为空白。在社会福利仍然处于稀缺的中国，失独者想要在养老院或福利院安度晚年，想要获得资格并支付费用更是困难重重。更加针对性的养老和补助方案，成为了失独群体的一致诉求。 面临政策缺失的困境，中国各地的失独者渴望实质性的变革。针对失独者的社会定位和经济补偿等核心诉求，辽宁失独者于2013年发表《全国部分失独公民关于请求修改《计生法》的公开信》并获得1800余人联合签名支持。 2013年5月，对政策出台的期待多次落空之后，面对遥遥无期的等待，孙晓瑞和全国各省市的400余名失独者不顾当地计生和公安部门的劝阻，踏上了赴京维权之路。。The TARDIS lands in London on Christmas Eve, 1851 and almost immediately the Doctor hears his name being called.
