日本第一通缉犯、恐怖组织“圣众之道”头脑吉永英明在香港被扣留，香港督察Ken（张智霖 饰）与女友Anita（舒淇 饰）在回家路程中偶遇吉永英明手下盗取化学品后遗弃的卡车在路面失控，Ken因此而卷入这次国际犯罪事件。为了引渡吉永，曾经在吉永手下吃过大亏的鹰见探员（泽田谦也 饰）一行通过领事馆试图与香港警方沟通，然而吉永的手下同时抵港，为了搭救吉永，恐怖分子用沙林毒气来威胁香港警方，为了保证香港作为金融中心的声誉，程督察（李绮红 饰）等警员尝试低调平息此事，并通缉擅自追踪圣众之道的Ken与鹰见。为了惩治罪犯，Ken二人却决定不惜一切代价……。Scion of the once-rich Mitchell family, Herbert Wynn is found shot to death.
